What does the Bible say about violence towards women?

Question:

I have a question for you. How would you respond to women who receive beatings from their husbands and do not know what to do since he (the husband) is the head of the family? Would you tell them to be submissive  and receive their beatings because that is God’s will? If they continue to claim that it is not right for them to be beaten should you continue to tell them to be submissive? How would you respond as a priest?
